Hi,
i am not sure if this is possible.
i am trying to connect to the app on a phone at different city.
When i type the ip address in my browser that they provided from the app i.e remote access check box there is no connection.
is a connection like this possible?

Technically it is possible, however, network address translations and firewalls typically prevent it.
If the IP address is in one of the ranges 10.0.0.0 – 10.255.255.255, 172.16.0.0 – 172.31.255.255, or 172.16.0.0 – 172.31.255.255, you definitely are out of luck.

is there a way to have a dedicated server that the IP address of the phyphox app on the mobile phone be set to allow someone from a PC browser at remote location control the app?

The mobile acts as a server by itself in this situation. The key problem remains how to get into the mobile's network, perhaps by a tunnel? SSH or VPN would come to my mind…
Please note that these network protections typically are there for a reason.
